This is a cover of a magazine distributed by the Oglala Sioux Tribe in 1906.
Note the use of the whirlwind symbol, which the National Congress of
American Indian agreed not to use in 1944 because of World War II. The
picture also shows Chief Red Cloud who was a defender of the Black Hills.
